Warm winters in recent years have forced herders here in the far northern Kola Peninsula to delay for months the rounding up of their reindeer from the vast tundra -- at great economic cost, reports AFP.
"We've had to move the slaughter forwards from December to February because the lakes haven't frozen over," Vladimir Filippov, an ethnic Komi herder who heads the farm Tundra, the main employer in this remote village, told AFP.
These reindeer have lost roughly 20 per cent of their weight during the extra months spent in the tundra while herders waited for the ice to thicken enough for the forced migration.

"It's not a small but a huge problem for us and a constant worry," said Filippov.

With meat sold at 4.34-6.01 dollars per kilogram (2.2 pounds), it can amount to a loss of up to 167,000 dollars per year. "That's a huge loss," Filippov sighed.

Over the past decade average temperatures have risen by 0.7 degrees C and satellite images show melting ice cover on the Arctic pole, said Anatoly Semyonov of the regional Murmansk state climate monitoring agency.

Even though 2010 has been relatively icy, herders who have faced more than a decade of mild winters dismiss the general scepticism amongst the Russian public over global warming.

Climate change has also disrupted the breeding cycle and made it tough for reindeer to feed on lichen beneath the snow as late thaws and freezing rain create an impervious ice coating, veterinarian Vasili Pidgayetsky said.

At Tundra, global warming is forcing innovation.

Last year, the farm entered a proposal to build freeze-storage sites powered by wind turbines near grazing grounds to avoid the need to cross the vast tundra for slaughter in a grant contest run by the World Bank.

"We could kill the reindeer in situ in December and carry the meat back to the village by snowmobile," said Tundra's director Viktor Startsev.

It is a radical idea that is not without opposition amid the indigenous Saami and Komi-Izhems herders clinging fast to age-old way of life on the peninsula.

"Of course, the older generation says this isn't right," admitted Startsev.

The herding crisis began here with the Soviet experiment: Herders were moved from their pastures to Lovozero in the collectivization of the 1930s and forced resettlements in the 1960s to make way for military and industrial activity.

The Soviet changes led many commit suicide and turn to drink.

Today, many have left Lovozero and few young people in the impoverished village of 3,000 want to take up their forefathers' profession.

The average herder earns 7,000 rubles (234 dollars) a month and lives in the tundra in shifts between March and November.

With less people to mind the herd, squeezed by industrial growth and powerless before armed poachers, reindeer numbers have dropped drastically.

By the end of World War II -- during which reindeer brigades transported Soviet armed forces -- the Tundra farm had 43,000 animals. In 2010, some 26,000 reindeer are left.

The reindeer and caribou herds are in steady decline across the Arctic, the first global study of their numbers published in 2009 found.

"The vast degree of global change in the north casts doubt on the species' ability to recover," study author Liv Vors of the University of Alberta, Canada told AFP.

Sami bezichtigen eine deutsche Bank des Menschenrechtsverstoßes
Der Rat der schwedischen Sami bezichtigt die deutsche KfW-IPEX-Bank im Zusammenhang mit dem Bau eines Windkraftparks in Nordschwedens der Missachtung von Menschenrechtsvorschriften der Organisation für Wirtschaftliche Zusammenarbeit OECD. Vertreter des Rates führten Entsprechendes gegenüber dem UN-Sonderberichterstatter für Ursprungsbevölkerungen, James Anaya, aus, der die Sami am Wochenende im finnischen Rovaniemi besuchte.

Die Bank will sich aller Voraussicht nach an der Finanzierung eines Windkraftparks bei Piteå beteiligen, der nach Ansicht der Sami die angestammten Winterfuttergebiete für die Rentiere stört „Die Bank trägt zur Missachtung der Menschenrechte bei, indem sie Regeln der OECD missachtet, von der Finanzierung von Projekten abzusehen, die Menschenrechte missachten“, sagte der Vorsitzende des Rates, Mattias Åhren. Åhren räumte jedoch ein, dass eigentlich die schwedische Regierung die Verantwortung trage, da sie das Projekt genehmigt hat.

Wie der Schwedische Rundfunk meldete, habe die Bank in einem schriftlichen Kommentar die Anschuldigungen zurückgewiesen. Es werde noch verhandelt, zudem liege einem eventuellen Bau die Erlaubnis der schwedischen Behörden zugrunde.

Der Rat der Sami hat schriftliche Beschwerde auch bei der deutschen Regierung eingereicht.

Mining companies eye northern Norway
And Saami worry that their traditional reindeer grazing areas will be turned into mines.

Aftenposten recently reported that rising metal prices may lead to the re-opening of old mines in Finnmark in northern Norway.

That's because growing demand from emerging economies such as India, China and Brazil is driving up the prices of minerals such as gold, silver, platinum, cobalt, nickel and the lesser known but equally valuable rare earth metals lanthanum and neodymium.

Iron ore reserves in the Sydvaranger mine near Kirkenes, valued at NOK 29 billion (USD 4.8 billion) 10 years ago, have nearly tripled in worth to an estimated NOK 85 billion, reports Aftenposten.

“The new mineral extraction law is in place and the authorities will now formulate its strategy,” says Helga Pedersen, deputy leader of the Labour Party.

The potential is great, she told Aftenposten, “but before we invest we have to be welcome,” she said, alluding to the usual controversy between environmental impact and much-needed jobs.

Pedersen spent the last week consulting with mining companies, land owners and reindeer herders.

To the south of the Finnmark plateau, Store Norske Gull, a gold mining company, has found gold ore, and is looking at a mine which would create an estimated 300 jobs.

Across the border from the find, Finnish mining companies have started production resulting in a lot of activity.

Old mines throughout the country are being analyzed to see whether they would be worth reopening—— and new areas will also be examined.

“Up to now we have documented resources in the sea and under the seabed 100 percent,” Morten Smelror, head of the Geological Survey of Norway (NGU), told Aftenposten. “We still have a long way to go before we have the same knowledge of the potential on land.”

Jørgen Stenvold, CEO of Store Norske Gull, told Aftenposten that state and local authorities “need to take responsibility for collecting geological data. This work is too expensive for mining firms. We also want more research on the effects on the environment and local communities.”

The future of mining in Norway's Arctic will depend on resolving the different interests of local officials hungry for employment opportunities, national nature conservancy organizations and reindeer herders.

“The Finnmark plateau is our pasture,” said reindeer herder Alf Johansen during a recent meeting with Pedersen.

Johansen said reindeer grazing areas should have as much legal protection as a crop farmer’s fields.

Bär dreht Dorf in Schweden den Strom ab

Über das Motiv des Bären kann noch lange gerätselt werden - zumindest aber sieht es so aus, als habe ein schwedischer Meister Petz den Bewohnern eines Dorfes in Lappland während der TV-Hauptnachrichtensendung den Strom abgeschaltet.

Die Spuren scheinen eindeutig: Elektriker hatten nach dem zunächst völlig mysteriösen Stromausfall am Transformator eines Hauses neben dem Schalter offenbar von einem Bären stammende Kratzspuren gefunden.

"Ich beginne zu verstehen, warum die Hunde seit zwei Tagen gebellt haben", sagte Folke Kruuka aus Kuoksu in der Gemeinde Kiruna der Zeitung "Norrländska Socialdemokraten". Menschen kommen als Übeltäter laut Kruuka nicht infrage.

Eine mögliche Erklärung für das Verhalten des Bären bot ein auf dem Transformator liegendes totes Eichhörnchen. Diesem könnte das eigentliche Augenmerk des Bären gegolten haben, als er versehentlich den Schalter betätigte und somit den Fernsehern den Saft abdrehte, spekuliert man derzeit in dem Ort.

Der Name für das zukünftige samische Kulturzentrum in Inari wurde gefunden: Sajos

= ein inarisamisches Wort für eine Art Basis, ein Ort, wo man sich's auch für längere Zeit am Feuer gemütlich macht (wenn ich das jetzt richtig verstanden habe).

Der Vorschlag kam von Matti Morottaja (also wohl der Vater von AMOC, falls es nicht noch einen anderen Matti M. gibt). Für die tolle Idee sahnt er 1000 Oiros ab.

Inarin saamelaiskulttuurikeskuksesta tulee Sajos. Nimi on vanha inarinsaamenkielinen sana, joka tarkoittaa tukikohtaa tai asentopaikkaa, jossa viihdytään tulilla pitempikin aika.

Inarinsaamelaisen Matti Morottajan tekemä nimiehdotus Sajos on valittu saamelaiskulttuurikeskuksen nimikilpailun voittajaksi. Morottaja saa voittoehdotuksestaan 1 000 euron suuruisen palkinnon.

Avoimella nimikilpailulla haettiin saamelaiskulttuurikeskukselle saamenkielistä, mieluummin pohjois-, inarin- tai koltansaamenkielistä nimeä.

Palkintolautakunnan mielestä nimiehdotuksista Sajos täyttää parhaiten kilpailun säännöissä nimelle asetetut vaatimukset.

Sajos on nimenä lyhyt, iskevä ja helposti mieleenpainuva. Nimi on myös erottuva, neutraali ja tuoreenoloinen, joka ei synnytä harhaanjohtavia assosiaatioita ja jota eivät rasita liian monet käyttöyhteydet.

Sajos on myös helposti eri kielillä lausuttavissa ja luontevasti taivutettavissa. Lisäksi se soveltuu hyvin kansainväliseen ja sähköiseen käyttöön.

Inarinsaamen asiantuntijan Ilmari Mattuksen selvityksen mukaan sajos-nimityksen saa vain sellainen luonnonpaikka, joka täyttää pitempiaikaiselle asentopaikalle asetetut korkeat vaatimukset: sen lähellä tulee olla polttopuita ja vettä, ja paikan pitää olla muutenkin miellyttävä, sopiva ja suojainen, jonne mielellään tulee ja asettuu pitemmäksikin aikaa.

Sajos on myös vanhastaan ollut saamelaisten sosiaalinen areena, jossa he ovat kohdanneet, keskustelleet ajankohtaisista ja tulevistakin asioista ja jopa sopineet niistä sekä lisäksi tehneet yhdessä arkipäiväisiä asioita.

Vorzeitige Hitzewelle ist Seltenheit

Die Hitzewelle der letzten Tage so früh im Mai ist für Lappi außergewöhnlich, auch in ganz Finnland ist dies selten. In den letzten 50 Jahren war die Hitzegrenze in Lappi erst einmal vor Ende Mai überschritten worden, und zwar am 7. Mai 2006 mit 25,1°C in Rovaniemi. Dieses Jahr waren mehrere Orte betroffen, Mitte Mai ging es in Kemi und Ranua sogar über 27 Grad.

Viime päivien helleaalto on poikkeuksellinen Lapissa näin aikaisin toukokuussa. Harvinaista se on myös koko Suomessa. Ilmatieteen laitoksen tilastojen mukaan 50 vuoden aikana Lapissa helleraja on ylittynyt vain kerran aikaisemmin ennen toukokuun loppupäiviä.

Kyseessä on hellerajan ylittänyt lukema 25,1 astetta. Se mitattiin Rovaniemen rautatieasemalla 7. toukokuuta vuonna 2006.

Tänä vuonna hellerajoja on rikottu toukokuun puolivälin paikkeilla useilla Lapin paikkakunnilla. Esimerkiksi Kemissä ja Ranualla on päästy jopa yli 27 asteen lukemiin. Meteorologi Asko Hutila Ilmatieteen laitoksen Ilmastopalvelusta vahvistaa tilastojen kertoman.

- Voi tätä nyt poikkeukselliseksi sanoa, että tällaista sattuu muutaman kerran sadassa vuodessa. Yleensä korkeimmat lämpötilat sattuvat kuun loppuun.

Useamman päivän helle näin aikaisin on Hutilan mukaan harvinainen myös koko maassa. Hän katsoo tilastoja vuosilta 1961-2003.

- Kyllä koko Suomessa pitää mennä toukokuun puoliväliin, ennen kuin helteitä alkaa tulla enemmän. Selvä hellepäivien lisääntyminen olisi toukokuun viimeisinä päivinä.

- Poikkeuksellista on se, että hellettä on ollut Suomessa näin laajalla alueella, Hutila sanoo.

Tähän asti toukokuun korkein lämpötila, 29,6 astetta, on mitattu viime perjantaina Kruununpyyssä Pohjanmaalla.

Seitas under study
Northern Finland is home to many sacred Saami sites— researchers are examining them, but many Saami would prefer they left these places alone.

Seitas, or the old sacred places of Saami, have become the subject of renewed interest, reports the Helsingin Sanomat.

The Academy of Finland is funding a four-year research project, looking at six seitas.

And archaeologists from the University of Oulu have performed small-scale excavations in the vicinity of the seitas.


“Based on radiocarbon dating, the oldest findings have been dated back to the 12th century," said archaeologist Tiina Äikäs.

Next to most of the examined sacred places the bones of animals, such as reindeer, goats, sheep, or various types of bird and fish species have been located.

Animal offerings were presented to seitas in hopes for better luck with fishing or hunting. The stones were also brushed with blood or fat.

This summer season the excavations will continue in Termisvaara in the far northern municipality of Enontekiö, where divers will start exploring the seitas surrounded by water.

Most known seitas are unusually shaped stones. At one time Christian priests destroyed seitas.

Behind Inari Lake’s Päällyskivi seita rises the Ukonsaari Island, or Äijih in Sámi, the holiest of the holy places for the Inari Saami.


A previously unknown seita was discovered on Ukonsaari when the Oulu archaeologists combed through it in 2007.

“It is a stone with a face resembling that of an angry animal. From a nearby hole more than 400 bones were discovered, many of which had been burned. The oldest of them according to dating was the humerus of a swan," said Ilmari Mattus.

Another known Äijih is located on Inari Lake closer to the village of Inari itself. It is a peculiarly shaped high island, where there is a sacrificial cave.

Even though the island was already examined in the 19th century, there, too, new discoveries have been made in connection with the recent year’s excavations.

The island has been put forward as a possible UNESCO World Heritage Site.

In Finland, about 50 seitas have been registered as historic relics, but in reality there are many more.

Some of the sacred places are known only to locals, who do not wish to tell their precise whereabouts.

“A few wooden seitas, so-called keropää seitas, also still exist. I cannot reveal where they are, for I have been told about them in confidence," said archaeologist Eija Ojanlatva. “This is a typical problem a researcher can run into. An archaeologist should strictly speaking inform the National Board of Antiquities of his or her findings.”

But Saami aren't all in favour of this research.

"One should ask what the benefit of this study is. The Saami community should first hold an internal dialogue on the subject. When information is entered into a registry by the National Board of Antiquities this speaks volumes of how the situation is not under the control of the Saami people”, says former chairman of the Saami Council Pauliina Feodoroff.

Feodoroff said the sacred portion of what is considered "cultural heritage" should be off-limits to outsiders.
